Captain Toves currently serves as the Deputy Assistant Commandant for Reserve responsible for providing ready Reserve personnel to support Coast Guard surge and mobilization requirements worldwide.
From July 2021 to July 2024, Captain Toves served as the Chief of the Office of Reserve Readiness, Resources, and Analysis in the Coast Guard’s Reserve Forces Directorate. He directs and provides oversight of the financial activities for the $139 Million reserve program appropriation.
Captain Toves served as the Deputy Division Officer for the Planning and Force Readiness Division in the Coast Guard’s Ninth District from June 2018 to June 2021. He was responsible for the operational readiness, strategic planning, and mobilization of 450 reservists in the Great Lakes region.
Captain Toves served as a strategic analyst in the Office of Emerging Policy from July 2014 to June 2018. He was a key advisor for establishing and providing operational strategy, policy, capability and resources to meet national priorities for U. S. Coast Guard missions, programs and services. Captain Toves also served as the lead for the Coast Guard’s first-ever Force Planning Construct that informs senior leaders of the Service’s workforce and resource needs.
From May 2010 to July 2014, Captain Toves served as a Branch Chief for the Reserve Personnel Management Division at the Coast Guard’s Personnel Service Center, where he directed and supervised program execution of various reserve related human resource functions for 8100 reservists in the Coast Guard Reserve. In addition, he was directly responsible for the legal and effective execution of all reserve officer promotion boards and selection panels.
From July 2008 to May 2010, Captain Toves served as a Project Officer and Special Advisor to the Atlantic Area Commander in redesigning the Coast Guard’s operational structure for maritime, air, deployable specialized, and search and rescue forces.
Captain Toves also served as the Executive Officer of Tactical Law Enforcement Team South from June 2005 to July 2008, where he directed and supervised global law enforcement operations, logistics, security, human resources, training, financial management and unit readiness metrics. He oversaw nine Law Enforcement Detachments totaling 120 personnel and managed a $1.6 Million annual operating budget.
Captain Toves’ other assignments include policy development as the Assistant Division Chief, Reserve Communications at Coast Guard Headquarters and joint operations as the Boats Division Officer for Port Security Unit (PSU) 305.
Captain Toves earned a master’s degree in management from the Catholic University of America in 2014. His military decorations include five Meritorious Service Medals, a Coast Guard Commendation Medal, the Department of Transportation 9-11 Medal, a Coast Guard Achievement Medal and a Navy Achievement Medal.
